The college was established in 1994. It is named after the Indian [[freedom fighter]] and [[social reformer]], [[Bal Gangadhar Tilak]], who was reverently addressed as Lokmanya (meaning "Beloved of the people" or "Revered by the world") Tilak.
The 2.8-acre college campus is located in [[Koparkhairane]] and consists of two buildings and a field.

Admission criteria for the college follows the same norms as every other college which are affiliated to the University of Mumbai. It's guided as per the rules and regulations prescribed by All India Council for Technical Education, Directorate of Technical Education – Maharashtra State and University of Mumbai.

The mechanical engineering [[workshop]] is located on the ground floor. Computer labs, a library, and a large seminar hall(used frequently for guest seminars, academic conferences, and cultural activities) are located on the fifth level. The library comprises a multimedia lab, providing free access to technical journal papers ([[IEEE]], collection of NPTEL lectures, [[IETE]]).
Maharashtra State candidate and OMS candidates for admission first year of degree courses in Engineering / Technology, must be an Indian national and should have passed the HSC (Std. XII) examination of Maharashtra state Board of Secondary and Higher Secondary Education or its equivalent examination with subjects English, Physics, Chemistry and Mathematics and secured minimum 50% marks, i.e., 150 marks out of 300 marks (minimum 45% mark, i.e., 135 mark out of 300 marks in case of candidates of Backwards class categories belonging to Maharashtra State only) in the English, Physics, Chemistry and Mathematics added together and obtained non zero score in Physics Chemistry and Mathematics at MHT-CET.

The R&D lab was established in 2004 to encourage and foster in-house research projects. The college is located near industrial brands in [[Navi Mumbai]], such as [[Dhirubhai Ambani Knowledge City]], [[Siemens]], [[Pfizer]], [[Larson and Toubro]], Nocil Limited (part of [[Dow Chemical Company]]), [[Reliance Silicones]], Tifil. The college campus consists of two buildings, with the new building housing the Computer and Electronics Engineering departments, while the older building houses the Electrical, Electronics and Telecommunication and Mechanical Engineering departments.
