The Punjab Police (abbreviated as PP) is the police agency responsible for law enforcement and investigations within the state of Punjab, India. Punjab Police has a broad array of specialized services, including the prevention and detection of crime, maintenance of law and order and the enforcement of the Constitution of India. Its headquarters are located at Jan Marg, Chandigarh. On 7 September 2011, Punjab Police started a video conferencing service to redress problems of NRIs.[4] The present DGP of Punjab Police is Dinkar Gupta since 7 February 2019.[5] He is an IPS officer of 1987 batch.
History
After Indian independence, Punjab police were initially responsible for the protection of the Indo-Pakistan as well as Indo-Chinese borders before BSF and ITBP were created.[6]
Rapid Rural Police Response System
Punjab to be the first state of India to have Rapid Rural Police Response System which provides City PCR-like response service in rural areas.[7] As Punjab Police adopted Computer-Aided-Dispatch (CAD) system for Dial 100 system, 289 four-wheelers and 724 GPS fitted motorcycles are being used.[8][9]
Punjab Highway Patrol
Punjab Police have global positioning system (GPS) tracker and vehicle registration search device equipped highway patrol vehicles.[10]
Crime Investigation Agency (CIA Staff)
Crime Investigation Agency or CIA staff is a special branch of Punjab Police. The crucial or unsolved criminal cases like smuggling, kidnapping, narcotics, terrorism, murder, etc. are handed over to them. This branch of police is known for its ways to interrogate the culprit who committed the crime.
Night Policing Scheme
Punjab is first state in the country to launch Night policing scheme with independent cadre, command and structure of 4,000 strong police force[11] for prevention of offences at night time.[12]
Punjab Bureau of Investigation
Punjab Bureau of Investigation was setup in 2019 with 4521 dedicated new posts.[13][14][15] Punjab is the first State of India that have formed Bureau of Investigation and separated law & order duties from investigation functions by bringing all investigation staff of 7,772 under a unified wing command.[16][17] The Bureau of Investigation would conduct investigation into civil and criminal cases registered at various police stations[18] and is equipped with:
- Mobile forensic evidence collection units
- Regional forensic science labs
- Modern cyber crime unit
- Modern interview rooms
- Modern women police stations in all districts[19]

Police Recruits Training Centre (PRTC): It is located at Jahan Khelan, which is about 10 km from Hoshiarpur on the Una road. PRTC Jahan Khelan is headed by a Commandant. This is a subsidiary training centre of the Punjab Police Academy. It caters to the teaching and training needs of the newly recruited police constables and also organizes several other courses. It is the oldest and premier police training centre of Northern area and is functioning in this campus since November 1947 after shifting from fort Gobindgarh, Amritsar.

The headquarters of the Punjab Armed Police are located at Jalandhar while the India Reserve Battalions are stationed at Sangrur, Amritsar, Patiala, Ludhiana and Jalandhar and the Punjab Commando Police at Bahadurgarh (Patiala) and S.A.S. Nagar (Mohali).
Weapons and Equipment
PP was equipped with .303 rifles, AK-47,AK-56 and 561 Sten Guns but modernisation with advanced weapons is now taking place.[21]
Vehicles
Punjab Police have 3083 vehicles[3] and patrol cars like Mahindra Scorpio Getaways[22][23] and Maruti Gypsys.[24] PP also have motorcycles equipped with GPS and Multi Utility Vehicles equipped with GPS and CCTV cameras.[25]
Cyber Crime Cell Punjab
Punjab Police have a dedicated cybercrime cell to deal with cybercrime in the state headed by IG ranked police officer having office in Phase 4, S.A.S Nagar.
Punjab SWAT
Punjab Police Special Weapons and Tactics (SWAT) was formed in 2010.[26][27] They are usually tasked with protection duties.[28] They are highly trained on the lines of National Security Guard by Israel's Mossad[29] through private company Athena Security, deployed by the Punjab Government.[30] All the commandos are under 28 years of age, thus making them fit and capable of tasks meant for commandos. Their main work is to fight against any terrorist attack if it occurs in Punjab State. They have been trained exclusively in Krav Maga, room intervention, close and open techniques and other secret tactics.[31]

Punjab SWAT very efficiently handled counter-terrorism operation at Dina Nagar[33] Police Station in 2015 Gurdaspur attack[34][35] by killing all 3 suspected Lashkar-e-Taiba terrorists.[36]

|- Punjab Police Service, often abbreviated to as PPS, is the Group A state civil service for policing of Punjab Police (India) . It is also the feeder service for Indian Police Service in the state.PPS officers hold various posts at the circle, district, range, zonal and state levels to maintain order, enforce the law and to prevent and detect crime. The Department of Home Affairs and Jail of the Government of Punjab is the cadre controlling authority of the service. Along with the Punjab Civil Service (PCS) and the Punjab Forest Service (PFS), the PPS is one of the three feeder services to its respective All India Services.
Responsibilities of a PPS officer[edit]
The typical functions performed by a PPS officer are:
- To fulfil duties based on border responsibilities, in the areas of maintenance of public peace and order, crime prevention, investigation, and detection, collection of intelligence, VIP security, counter-terrorism, border policing, railway policing, tackling smuggling, drug trafficking, economic offences, corruption in public life, disaster management, enforcement of socio-economic legislation, bio-diversity and protection of environmental laws etc.
- Leading and commanding the Punjab Vigilance Bureau, Punjab Bureau of Investigation,OCCU Organised Crime Control Unit,Punjab Intelligence Bureau under the supervision of officers senior to them.
- Leading and commanding the Punjab Armed Police, Punjab Special Task Force (P-STF), Punjab Jails as Superintendents, SSPs of Districts. under the supervision of police officers senior to them.
- To interact and coordinate closely with the members of other state civil services in the matters regarding policing.
- To lead and command the force with courage, uprightness, dedication and a strong sense of service to the people.
- Endeavour to inculcate in the police forces under their command such values and norms as would help them serve the people better.
- Inculcate integrity of the highest order, sensitivity to aspirations of people in a fast-changing social and economic milieu, respect for human rights, the broad liberal perspective of law and justice and high standard of professionalism.
Career progression[edit]
Post the completion of his or her training, a PPS officer, in the rank of deputy superintendent of police (Dy. SP), generally serves at the police circle level as circle officer. Generally, a police circle consists of three to five police stations. After that, they get promoted to the rank of Additional Superintendent of Police (SP). Districts with a senior superintendent of police (SSP) as the police chief generally have four Addl. SPs under the SSP, each responsible for city, rural areas, crime and traffic designated as 'SP (City)', 'SP (Rural Areas)', 'SP (Crime)' and 'SP (Traffic)'. In metropolitan cities of Punjab, jurisdictional SPs like SP City or SP Rural Areas are further divided into various designations such as 'SP (North)', 'SP (South)', 'SP (East)', 'SP (West)', SP (City I), SP ( City II), 'SP ( City III)' etc. Whereas, districts with a superintendent of police (SP) as the police chief usually have one and rarely two SPs under them which generally have a lower grade pay than the SP who is the head of the district.At the zonal level, a PPS officer is posted as the staff officer of the concerned Inspector General of Police heading the zone which is of Addl. SP rank. . PPS officers of the rank of SP are also posted as sector officers in the PIB (Punjab Bureau of Investigation). PPS officers are also attached to DGP Headquarters as Addl. SP and Dy. SP. They are also posted in State Police Recruitment and Promotion Boards, Special Operations Group, Special Task Force, Special Investigation Team, Punjab Vigilance Bureau, Economic Offences Wing HQ etc.
PPS officers also serve as second-in-command and deputy commandants (at SP rank) and assistant commandants (at Dy. SP rank) in the Punjab Armed Police, Punjab's state armed police force. On deputation, a PPS officer can be sent to one of the various bodies, such as the Punjab Power Corporation Limited, electricity distribution boards, Punjab Human Rights Commission, Punjab Disaster Response Force etc. in capacity of SP and Dy. SP. Some PPS officers have also go to work for central government agencies such as the Enforcement Directorate and the National Investigation Agency.
After completion of two decades of service, PPS officers directly recruited by Police Public Service Commission (UPPSC) get promoted to the Indian Police Service, after confirmation by the Ministry of Home Affairs of Government of India and the Union Public Service Commission. One-third of the total IPS strength in Punjab is reserved for PPS officers (SPS quota).
Salary structure[edit]
Most of the directly recruited PPS officers get promoted to the IPS after getting grade pay of level 13 or 13A. Those who don't get promotion to IPS get classified as 'superseded' and get the grade pay of level 14.

Punjab Police has divided the State into 8 Ranges headed by IGPs (Inspector General Police) and 3 Commissionerates headed by IGPs and DIGs.

Structure of A Commissionerate
Major concerns and reforms[editPromotion to IPS[edit]According to the Indian Police Service (Appointment by Promotion) Regulations, 1955, PPS officers are eligible for promotion to IPS after completion of eight years of service. But in reality, officers are generally promoted to the IPS after two and half decades in service. Unlike their counterparts in PCS who get promoted to IAS almost five years early.
Political influence[edit]
Directly recruited IPS officers often complain that promotee PPS officers are given preference in field postings due to their close proximity to politicians which they form in two decades of their service. Since the state government was often ruled by regional parties, many politicians allegedly fix 'their men' on important inspector general and deputy inspector general rank positions.

I know the difficulties and disaster which overtook the Punjab Police during the period of partition. Your force was depleted terribly and quickly you had to begin from a scratch. After such a partition and the period of communal disturbances a parallel of which is not known, you had to face great difficulties and you have in fact performed a miracle in reorganizing your force in such a short time and in such a splendid manner
