On 22 April 2025, a terrorist attack at the Baisaran meadow near Pahalgam in the Anantnag district of Indian-administered Jammu and Kashmir, killed at least 28 tourists and injured more than 20 others. The attack, one of the deadliest in the region after the revocation of the special status of Jammu and Kashmir, targeted civilians and was reportedly aimed at resisting demographic changes in the Kashmir Valley.
The Resistance Front (TRF), an offshoot of the militant group Lashkar-e-Taiba, claimed responsibility for the attack.
Conflict history[edit]
An Islamist armed insurgency broke out in Jammu and Kashmir in 1989, and has been ongoing since, with violence having reduced drastically in recent years. In 2019, India revoked Jammu and Kashmir's special status, dividing the state into two union territories — Jammu and Kashmir and Ladakh. This move empowered local authorities to issue domicile status to people who did not earlier qualify, allowing them to buy land and obtain jobs in the disputed territory. On 10 April, the revenue minister revealed that 83,000 people have been issued domicile certificates under the new rules in the last two years.[7][8] According to Forbes, Kashmir was already the most militarized zone in the world.[9]
Following the revocation of the region's limited autonomy, India began a massive crackdown. This led to a deterioration of relations with Pakistan amid the Kashmir dispute.[10][11]
Attack[edit]
On 22 April 2025 at 14:50, at least four militants entered the Baisaran Valley meadow, which is about 7 kilometers from the Pahalgam town. This area is surrounded by dense pine forests on all sides, the site is known as "mini Switzerland" and is a popular spot for picnicking. The militants carried M4 carbines and AK-47s and wore military-style uniforms.[1][12][13][5][14]
The attackers had asked for names and religions of the victims before shooting them.[15] Some said they were asked to recite the kalima.[16][17][18] A local Kashmiri Shia Muslim, Syed Adil Hussain Shah, reportedly tried to protect the tourists and stop the attack by wrestling the rifle out of one of the attackers hands but was killed in the effort.[19][20] Eyewitness videos showed scenes of panic and injured victims pleading for help. One woman was seen screaming for assistance for her husband, while others were seen lying motionless in the meadow. Emergency services arrived at the scene shortly after news of the attack reached district headquarters. Two critically injured victims were taken to Anantnag District Hospital around 16:30, while others were transported to nearby medical centres. Some were airlifted by helicopter to a military hospital in Srinagar for further treatment.[21]
Locals also rescued and offered shelter to victims. Members of local pony-handlers association rescued around 11 injured tourists on ponies and improvised stretchers.[22] Witnesses stated that most of the victims were male, with one assailant allegedly telling a woman that she was being spared so she could "narrate the horrors" to Prime Minister Narendra Modi. Several victims were shot at close range, and video footage from the scene showed bloodied individuals lying on the ground and others pleading for help.[23]
The attackers are believed to have used body cameras to record the assault, a method commonly linked to Lashkar-e-Taiba propaganda. A joint cordon and search operation was launched by the Army, paramilitary forces, and J&K police. A temporary lockdown was imposed in Pahalgam, and helicopters were deployed to trace the militants, who reportedly fled to the upper reaches of the Pir Panjal range. Investigations into how the group infiltrated Kashmir are ongoing.[24][5]
Casualties[edit]
At least 28 civilians were killed in the attack, including 25 Indian tourists from various parts of India, two locals from Jammu and Kashmir and two foreign tourists from Nepal and the United Arab Emirates.[25][26][27]
At least 20 others were injured.[28][29] The dead included those from Arunachal Pradesh, Karnataka, Kerala, Maharashtra, Odisha, Gujarat, Haryana, West Bengal and Uttar Pradesh, as well as injured from Gujarat, Tamil Nadu and Maharashtra.[30][31][32][33] The casualties included a 26-year-old Indian Navy officer and an Intelligence Bureau official.[34][35]
Responsibility[edit]
The attack was claimed by The Resistance Front, an affiliate of Pakistan-based Lashkar-e-Taiba[29] and Hizbul Mujahideen[13] blaming the settlement of over 85,000 non-Kashmiris that they claimed was driving a demographic change.[33][36]
Domestic response[edit]
Indian prime minister Narendra Modi cut short his visit to Saudi Arabia and said that those responsible would be brought to justice, emphasizing India's resolve to combat terrorism.[37] Union Home Minister Amit Shah travelled to Srinagar to assess the situation and coordinate the security response. Union minister for finance and corporate affairs Nirmala Sitharaman cut short her official visit to the United States and Peru. Security forces launched a manhunt to apprehend the perpetrators, and a helpline was established to assist affected tourists.[38] Following the attack, an increase in the number of visitors leaving Jammu and Kashmir was recorded, prompting Air India to increase the number of flights to the region.[39]
On 23 April, the Indian Army gave limited clearance for the operation of HAL Dhruv for counter-terrorism operations. The fleet was otherwise grounded.[40]
Protests were held in many parts of Indian-administered Kashmir condemning the attack, including some in Jammu who blamed Pakistan.[33]
On the night of 23 April, Indian Foreign Secretary Vikram Misri held a special press briefing where he announced the temporary suspension of the Indus Waters Treaty with Pakistan with immediate effect until Pakistan ceases its support for cross-border terrorism. This decision was made after a meeting with the Cabinet Committee on Security (CCS). The secretary further announced the closure of integrated Check Post at Attari–Wagah Border[41][42] and a ban on the travel of all Pakistani nationals to India under the SAARC Visa Exemption Scheme, resulting in cancellation of all previously issued visas. Additionally, Pakistani military advisers at the Pakistan High Commission in New Delhi were expelled, while their Indian counterparts in Islamabad were withdrawn, and the staff strength of the Indian High Commission in Islamabad was reduced.[43] Pakistan warned India of a comprehensive retaliation in response to these actions.[44]
Investigation[edit]
The National Investigation Agency initiated an investigation into the attack after visiting the site on 23 April.[45][46]
Security agencies released sketches of three of the militants involved in attack and stated that all of them were linked to Lashkar-e-Taiba and at least two are believed to be foreigners.[47][46] Intelligence agencies identified Saifullah Kasuri alias Khalid, a top LeT commander, as the mastermind of the massacre.[48]
The Jammu and Kashmir police have released sketches of three individuals believed to be involved in the attack.[49][50] The sketches were created based on eyewitness testimonies.[51] The suspects have been identified as Asif Fauji, Suleman Shah, and Abu Talha.[52] Additionally, these individuals are known by their code names—Moosa, Yunus, and Asif. Authorities have linked them to the previous militancy-related incidents in the Poonch region.
The attack drew immediate widespread condemnation from political leaders and civil society. Chief Minister Omar Abdullah described the incident as "much larger than anything we've seen directed at civilians in recent years." President Droupadi Murmu expressed her condolences to the families of the victims and called it a "dastardly and inhuman act."[53] Prime Minister Narendra Modi condemned the act of violence and assured that those responsible for the attack would be brought to justice emphasizing the nation's strong resolve to combat terrorism.[54] and Defence Minister Rajnath Singh labeled it an "act of cowardice."[29] Opposition Congress MP Priyanka Gandhi called it a "crime against humanity." The Leader of the Opposition in Lok Sabha Rahul Gandhi described the attack as "horrific" and emphasised support for the victims, while also criticising the BJP. As did the PDP.[55]
International reactions[edit]

Afghanistan: The Foreign Ministry of the Islamic Emirate of Afghanistan issued a statement that "categorically condemns" the attack, offered condolences to the victims, and said that "such incidents undermine efforts to ensure regional security and stability".[56][57]
Armenia: Prime Minister Nikol Pashinyan offered his condolences.[58]
Australia: Prime Minister Anthony Albanese condemned the attack as an "act of senseless violence" and called for the perpetrators to be held accountable.[59]
Bangladesh: Interim Government Chief Adviser Muhammad Yunus expressed his condolences for the victims and reaffirmed Bangladesh's stance against terrorism.[60]
Bhutan: Bhutan Prime Minister Tshering Tobgay condemned the attack as a "horrific terrorist attack" and conveyed his condolences.[61]
Canada: Canadian Prime Minister Mark Carney condemned the attack as "a senseless and shocking act of violence," and offered his condolences.[62]
China: The Foreign Ministry offered its "sincere sympathies" to the families of the victims. Additionally, Chinese Ambassador to India Xu Feihong condemned the attack on social media.[63]
Cyprus: The Cypriot Ministry of Foreign Affairs expressed its condolences. They condemned the attack by stating "Cyprus unequivocally condemns the heinous Pahalgam terrorist attack in Jammu and Kashmir. We express our full solidarity to the Government and the people of India. Our thoughts and prayers are with the families of the victims and all those injured."[64][65]
Denmark: Danes Prime Minister Mette Frederiksen expressed its condolences. They condemned the attack by stating "Terrible news from Pahalgam. Denmark stands with India and strongly condemns all acts of terrorism. Our condolences to the victims of the attack and their families and loved ones."[66]
Estonia: Estonian Minister of Foreign Affairs Margus Tsahkna offered his condolences and condemned the attack by stating "I strongly condemn the terror attack on tourists in Pahalgam, Jammu & Kashmir. Our thoughts are with the victims & their loved ones. Estonia stands against all forms of terrorism & violence against innocent civilians."[64]
France: President Emmanuel Macron condemned the attack and the ambassador of France to India stated that France would stand in solidarity with India in the fight against terrorism.[67][68]
Germany: Chancellor Olaf Scholz strongly condemned the attack and offered his condolences to the victims.[67]
Guyana: Prime Minister Irfaan Ali condemned the attack as a “heinous act of violence” and extended condolences to the victims' families. He emphasized the need for peace and expressed confidence that the perpetrators would be brought to justice.[69]
Indonesia: Indonesian Foreign Ministry expressed “strongest condemnations” for the attack on civilians, while also tweeted condolences to the victims and injured of the attacks.[70][71]
Iran: The Foreign Ministry issued a statement calling the attack a "heinous terrorist crime" that "contradicts all human rights norms."[72] The Government of Iran extended condolences to the people and the Government of India.[73]
Israel: Foreign Minister Gideon Sa'ar and Prime Minister Benjamin Netanyahu condemned the attack and extended condolences to the victims and their families.[74] Ambassador of Israel to India Reuven Azar also issued condolences and stated "our support is for the security forces in their struggle against terror".[75]
Italy: Prime Minister Giorgia Meloni expressed sorrow over the attack, conveying condolences via social media. She stated that Italy sends its sympathies to the affected families, the injured, the Indian government, and the people of India.[76]
Japan: Prime Minister Shigeru Ishiba offered his condolences and condemned the attack by stating "terrorism cannot be justified for any reason".[77][78]
Maldives: Maldivian President Mohamed Muizzu expressed his condolences and sympathy. He condemned the attack by stating that he was "deeply saddened and shocked by the horrific terror attack in Pahalgam, which has claimed innocent lives and left many injured".[79]
Nepal: Prime Minister K. P. Sharma Oli expressed solidarity with India.[80] The Ministry of Foreign Affairs condemned the attack as a "barbaric terrorist act" and extended condolences to the victims' families, reaffirming its position against terrorism in all forms.[81][82]
Pakistan: Pakistan's Foreign Ministry expressed condolences to the families of the victims and wished a speedy recovery to the injured.[57] Defence Minister Khawaja Asif dismissed allegations of Pakistan's involvement in the attack and stated that "Pakistan has no connection with this. This is all home-grown, there are revolutions in different so-called states against India, not one, not two, but dozens, from Nagaland to Kashmir, in the south, in Chattisgarh, in Manipur. In all these places, there are revolutions against the Indian government."[83][84][85][86]
Russia: President Vladimir Putin condemned the attack in Kashmir, stating that "this brutal crime has no justification whatsoever." A subsequent statement from the Kremlin reaffirmed Russia's commitment to cooperate with India in combating terrorism in all its forms and manifestations, and extended sympathies to all those affected.[87]
Saudi Arabia: Crown Prince Mohammed bin Salman "strongly condemned" the attack. He reaffirmed Saudi Arabia's solidarity with India during this time of grief, emphasizing support for the country and its people.[88]
Singapore: The Ministry of Foreign Affairs said the country condemned the attack.[89]
South Africa: The South African government condemned the attack and offered condolences to victims.[90]
Sri Lanka: The Foreign Ministry condemned the "heinous terrorist attack" and offered condolences. It also reiterated its commitment to regional peace and security.[91]
UAE: The Ministry of Foreign Affairs issued a statement strongly condemning the attack and expressed condolences to the government and people of India, as did the ambassador.[92][93]
United Kingdom: Prime Minister Keir Starmer offered his condolences.[68]
United States: President Donald Trump described the incident as "deeply disturbing" and extended condolences to the victims. On social media, he reaffirmed support for India, stating that the U.S. stands with India against terrorism and expressing solidarity with Modi and the people of India. Vice President JD Vance, who was on a visit to India with his wife Usha Vance, also condemned the attack.[94][68]
