Vikas Vaibhav (born 21 November 1979) is an Indian Police Service (IPS) officer of the 2003 batch from the Bihar cadre. As of 2025, he serves as an Advisor to the Bihar State Planning Board. Over his career, he has held several key positions, including Senior Superintendent of Police (SSP) in Patna and Darbhanga, Superintendent of Police (SP) in Rohtas, Bagaha, and Purnea, Deputy Inspector General (DIG) of Munger and Bhagalpur ranges, DIG of the Anti-Terrorism Squad (ATS), Special Secretary in the Home Department, Inspector General (IG) of Home Guards and Fire Services, and SP with the National Investigation Agency (NIA).[1]

In addition to his policing duties, Vaibhav has shown interest in Indian history and heritage and maintains a blog titled Silent Pages, where he writes about lesser-known historical sites. He is also associated with the Let's Inspire Bihar campaign, a voluntary initiative focusing on education, entrepreneurship, and civic engagement.[2][3]

Early life and education[edit source]

Vikas Vaibhav was born in Bihat, Begusarai district, Bihar, India. He completed his higher secondary education at Sardar Patel Vidyalaya in New Delhi in 1997. He obtained a Bachelor of Technology degree in Mechanical Engineering from the Indian Institute of Technology (IIT) Kanpur, studying there from 1997 to 2001.[4]

Vikas Vaibhav joined the Indian Police Service in 2003.[5]

From 2011 to 2015, he served as Superintendent of Police with the National Investigation Agency (NIA). He was involved in investigations into the 2013 Bodh Gaya and Patna Gandhi Maidan bombings, and in the arrest and interrogation of Indian Mujahideen member Yasin Bhatkal.[6]

In July 2015, while serving as Senior Superintendent of Police (SSP), Patna, Vaibhav oversaw the arrest of legislative assembly member Anant Singh in connection with a kidnapping and murder case.[7]

Later that month, a case diary was registered against Ashok Choudhary—then president of the Bihar Pradesh Congress Committee—following complaints of interference in a police investigation involving NSUI members. This action prompted a privilege motion against Vaibhav in the Bihar Legislative Assembly.[8]

In April 2017, he was transferred to the position of Deputy Inspector General (DIG) of Bhagalpur Range.

During his tenure as Superintendent of Police in Bagaha, local authorities reportedly named a crossroad "Vikas Vaibhav Chauraha" in 2017 and a road "Vikas Vaibhav Path" in 2022 in recognition of his efforts.[9]

He also served as Superintendent of Police in Rohtas district, where he initiated "Operation Vidhwans", an anti-Naxal mission, and launched a community engagement program called "Sone Mahotsav". During this period, the national flag was hoisted at Rohtasgarh Fort in 2009, reportedly the first time since independence, and the fort was visited by the Chief Minister in 2011.[10]

As DIG of Bhagalpur and Munger ranges, he introduced monthly public grievance sessions known as "Janta Durbar", and encouraged local stations to conduct regular "Lok Samvad" meetings.[10]

Controversy[edit source]

In February 2023, while serving as Inspector General of Home Guards and Fire Services in Bihar, Vikas Vaibhav posted on social media alleging that his superior officer, Director General (DG) Shobha Ahotkar, had used abusive language and caste-related slurs toward him during official meetings.[11] Vaibhav requested two months' leave and asked the state government to reassign him away from the directorate, citing mental harassment.[12]

DG Ahotkar issued Vaibhav a 24-hour show-cause notice, accusing him of recording departmental meetings without permission and of defaming her online.[13] Later that month, the Bihar government transferred Vaibhav to Police Headquarters, effectively removing him from Ahotkar's supervision.[14]

In May 2023, DIG Anasuya Ransingh Sahu submitted a 13-page complaint alleging mental harassment, irregularities in tender processes, and threats to her life by DG Ahotkar.[15]

Initiatives[edit source]

In March 2021, Vaibhav launched the Let's Inspire Bihar initiative, a voluntary campaign aimed at mobilizing individuals from Bihar, including those residing outside the state, to contribute to its socio-economic development. The initiative promotes three core themes: education, egalitarianism, and entrepreneurship. It seeks to engage youth, professionals, and community members in efforts aligned with the broader national vision of development by the year 2047.[16][3]

The campaign has organized large public events and thematic gatherings across the state and in major cities of India. Notable events include:

  • Begusarai Samvad (December 2023), which saw participation from over 50,000 individuals from across Bihar.[17]
  • Sasaram Samvad (2024).
  • Bihar @2047 Vision Conclave held at Bharat Mandapam, New Delhi, in December 2024, which included over 2,000 participants and marked the release of a long-term vision document for Bihar's development.[18]

Awards and recognition[edit source]

  • Satyendra K. Dubey Memorial Award (2019): Conferred by IIT Kanpur for "Highest Professional Integrity" in public service.[19][20]
  • Changemaker of the Year (2024): Presented at the AMP National Award for Social Excellence in Chennai for social leadership.[21]

Personal life[edit source]

Vaibhav is married and has two children. His father, Jagadish Singh, worked as a chemical engineer with Indian Oil Corporation. He resides in Bihar and has been involved in travel and outreach activities connected to the Let's Inspire Bihar initiative.
