Mehsana Municipal Corporation (MMC) is the local civic body responsible for governing the city of Mehsana in the Indian state of Gujarat. It looks after urban planning, basic civic infrastructure and public services within the municipal corporation limits. The corporation is headed by a municipal commissioner, while an elected body of corporators and a mayor will administer the deliberative wing after the first municipal corporation elections are held.

History

Following the merger of Baroda state with Bombay State on 1 August 1949, the city was governed by the Bombay District Municipal Act, 1902. From 1 January 1956 to 2024, it was governed under Gujarat Nagar Palika Act, 1963. The formation of the Mehsana Municipal Corporation was approved on 1 January 2025 under the provisions of the Gujarat Provincial Municipal Corporations Act, 1949. Total nine adjoining village panchayats: Fatepura, Ramosana, Ramosana NA area, Dediyasan, Palavasna, Heduva Rajgar, Heduva Hanumant, Taleti and Lakhwad; as well as the parts of five village panchayats: Palodar, Panchot, Gilosan, Nugar and Sakhpurda; were merged with Mehsana Nagarpalika to form the Mehsana Municipal Corporation. More 10 panchayats were also merged later in September 2025: Ucharpi, Detrojpura, Tavadiya, Dela, Kukas, Rupal (Kukas), Rampura, Virampura, Hebuva and Shobhasan. Following the formation of the Mehsana Municipal Corporation, the total area under the city administration expanded from 32 square kilometres (12 sq mi) to 120 square kilometres (46 sq mi) with total population of 4.53 lakh.

The first election of the MMC was held on 26 April 2026 and the results were declared on 28 April 2026: the Bharatiya Janata Party secured 47 seats while the Indian National Congress secured 5 seats.

Responsibilities

Mehsana Municipal Corporation functions within the framework of the Gujarat Provincial Municipal Corporations Act, 1949. Its main obligatory duties typically include:

• planning and regulation of land use and building construction;
• supply of drinking water and maintenance of the water distribution system;
• collection, treatment and disposal of sewage and solid waste;
• construction and upkeep of city roads, street lighting and public spaces;
• public health, sanitation and control of communicable diseases;
• registration of births and deaths;
• primary education and basic health services within its area.

In addition to the mandatory functions, the corporation may also take up discretionary activities such as development of parks and gardens, urban beautification, cultural and sports facilities, welfare schemes for vulnerable groups, and measures for environmental protection and disaster management.

Administration

The corporation is a body corporate consisting of an executive wing headed by the municipal commissioner and an elected wing of corporators. The commissioner, an Indian Administrative Service (IAS) or state civil service officer, is appointed by the Government of Gujarat and exercises executive powers over the civic administration. As of 2026, Ms Jasmine Hasrat (IAS) serves as the I/C municipal commissioner of Mehsana Municipal Corporation.

The elected wing will consist of corporators chosen from territorial wards within the corporation area. A mayor, elected from among the corporators, will preside over the meetings of the general board and act as the ceremonial head of the corporation. Standing committees and subject committees, composed of corporators, assist in policy decisions on areas such as finance, works, health and town planning, while day-to-day implementation remains with the administrative wing.

Elections

Elections to Mehsana Municipal Corporation are to be held as part of the Gujarat municipal corporation elections following the upgradation of the city to corporation status. Delimitation orders notified by the state government created multiple territorial wards within the corporation area, with seats reserved for women and for candidates from Scheduled Castes, Scheduled Tribes and Other Backward Classes in accordance with state policy.
