The mail, allegedly written by a group of students, was sent to UGC as well as Gandhinagar superintendent of police on On date 28 September 2013. Dr Singh then used vengeful tactics like delaying MPhil results, giving passing grades to those students, stopping them from entering the laboratory, and refusing to sign their fellowship forms. Central University of Gujarat in Gandhinagar, Gujarat, India was established through an Act of Parliament, Central Universities Act, 2009 by Government of India.[4]

The university includes 16 schools, 14 academic departments, and 2 other special centres.[5]

2009 Bill[edit | edit source]

The Central Universities Bill 2009 aims at creating one new central university each in Bihar, Gujarat, Haryana, Himachal Pradesh, Jammu and Kashmir, Jharkhand, Karnataka, Kerala, Odisha, Punjab, Rajasthan and Tamil Nadu.[6]

It also seeks to convert Guru Ghasidas Vishwavidyalaya in Chhattisgarh, Harisingh Gour Vishwavidyalaya in Sagar (Madhya Pradesh), Utkal University in Bhubaneswar, Odisha and Hemwati Nandan Bahuguna Garhwal University in Uttarakhand into Central universities.[7]
