Raj attended [[Maharshi Dayanand University]] for his law education, he completed a 5-year BALL.B. in 2005, and a 2-year [[LLM]] degree in 2007.<ref name="vidwanprofile"/> He remained for a PhD, which he completed in 2010 from [[Maharshi Dayanand University]], Rohtak. His thesis was titled ''First Information Report and Role of Police: A Study of Legislative and Judicial Trends'', and was advised by [[Chandra Pal|C.P. He started teaching in [[Smt. Shanti Devi Law College]] from 2008-2015.
