The Ministry of Foreign Affairs (MoFA; Nepali: परराष्ट्र मन्त्रालय) oversees Nepal's international relations. It serves as the primary interface for the Nepalese government and its various ministries when engaging with foreign governments.

Roles, Responsibility, and Functions[edit | edit source]

As per Government of Nepal (Allocation pf Business) Rules, 2069 BS (2012), the Ministry of Foreign Affairs performs these key functions:

  • Developing, executing, and assessing Nepal's foreign policies and programs
  • Managing Nepal's international relations
  • Representing Nepal overseas
  • Promoting Nepal's global image
  • Overseas passport and visa issuance
  • Managing state hospitality and protocol matters
  • Handling citizenship claims between Nepal and other nations
  • Providing diplomatic immunities and privileges
  • Tracking and safeguarding Nepali citizens abroad
  • Addressing non-resident Nepali affairs
  • Conducting economic diplomacy
  • Supporting international NGOs and public organisations
  • Managing consular services
  • Engaging with UN, SAARC and other international bodies
  • Overseeing foreign missions in Nepal
  • Conducting diplomatic negotiations (on matters not assigned to other ministries)
  • Administering Nepal's foreign service operations

The Panchasheel Principle[edit | edit source]

Pañcaśīla (Sanskrit: पञ्चशील), derived from Sanskrit, represents five fundamental principles that form the cornerstone of Nepal's foreign policy. These guidelines aim to foster peaceful diplomatic ties and cultivate stronger, more cordial international relations.

  • Respect of the territorial integrity and sovereignty.
  • No interference in the internal affairs of the countries.
  • Not invading countries.
  • Enhancement of mutual cooperation and benefits.
  • Adherence to the policy of peaceful coexistence.
