Dhar was appointed as the Adviser, State Judge and [[Vice president|Vice-President]] of the State Council under [[Sriram Chandra Bhanj Deo|Maharaja Sriram Chandra Bhanj Deo]].<ref name=":0">Report on native papers in Bengal for the week ending July 13, 1912- Uriya Newspaper- Page 792, 794 and 795- Inspector-General of Police</ref> His responsibilities included overseeing the judicial system, which involved supervising Magistrates, Munsifs, Sub-Judges, and Sub-Divisional Officers in their capacity as Deputy Magistrates.
