Umesh was born in May 1965 in Ghorasahan town in East Champaran district of Bihar State [3]. This is where his father had settled after moving from nearby Ram Nagar village of Chhauradano Block. Umesh received his early primary school education under Ramchandra Master before moving to Raxaul where he studied up to matriculation.

After matriculation, Umesh passed BSc Honours in Physics from Ranchi College. Later, he studied in Tamil Nadu Government Dental College and qualified as a dental surgeon. Subsequently, he attended Birla Institute of Technology and Science (BITS), Pilani for M. Phil. and London School of Economics and Political Science (LSE) for an MSc. He was also a Fellow of the Royal Society for Public Health (RSPH)[4].[5]
