Eluru revenue division consists of the following mandals: Eluru, Denduluru, Pedavegi, Pedapadu, Unguturu, Bhimadole, Nidamarru, Kaikalur, Mandavalli, Kalidindi and Mudinepalli.[3]

Nuzvid revenue division consists of the following mandals: Nuzvid, Agiripalli, Chatrai, Musunuru, Chintalapudi and Lingapalem.[3]

Jangareddygudem revenue division consists of the following mandals: Buttayagudem, Gopalapuram, Koyyalagudem, Kukkunoor, Jeelugu Milli, Jangareddigudem, Polavaram and Velerupadu.[3]

As per the 2011 census, Eluru district had a population of 20,02,658. The female population of the district was 50.05%. The rural population of the district was 16,18,288 forming 80.70% of the population. The urban population was 19.30% of the population.
