The entire logo is used to convey the meaning intended and avoid tarnishing or misrepresenting the intended image.

The logo is of a size and resolution sufficient to maintain the quality intended by the company or organization, without being unnecessarily high resolution.

The image is placed in the infobox at the top of the article discussing Rashtrapati Award, a subject of public interest. Apparently, this Rashtrapati is issued to multiple organizations and walks of life, based on the article; the badge is the pocket dangle for the Scouts. I did not know before today it was also issued outside Scouts, nor that the article itself was part of Articles for creation. (There are a couple of British awards that can be Scouting or not, Duke-of-SomebodyIforgetrightnowoffthetopofmyhead Award, like this, and one other I saw recently and it made no sense to me until today) Awards from the Medal of Honor on down have illustrations of the award-this is a variant of the award in the article, so it seems to me proper to have an image."

Because it is a non-free logo, there is almost certainly no free representation. Any substitute that is not a derivative work would fail to convey the meaning intended, would tarnish or misrepresent its image, or would fail its purpose of identification or commentary.
