Source David Rumsey's collection: [1]. Per Rumsey, this map is exceedingly rare. Rumsey and the Bibliotheque Nationale de France attribute it to Aaron Arrowsmith, though since he died in 1823 the additions were likely made by his son and successor Samuel Arrowsmith (d. 1839) [2].
