Sujan R. Chinoy (born 1958) is a former Indian diplomat and the Director General of the Manohar Parrikar Institute for Defence Studies and Analyses (MP-IDSA), an Indian think tank in New Delhi funded by the Ministry of Defence.[1] A member of the Indian Foreign Service from 1981 to 2018, he served as India's Ambassador to Mexico and to Japan.

Early life and education[edit | edit source]

Chinoy was born to Romeshchandra Chinoy and Usha Chinoy (née Joshi), a musician,[2] social worker and educationist. Usha Chinoy's grandfather, Vaidya Shastri Manishankar Govindji (Maṇicaṅkar Kōvintaji),[3] founded the Ayurveda firm Atank Nigrah Pharmacy[4] in Jamnagar in 1881.[citation needed] His paternal grandfather, Barrister C. N. Chinoy,[5] served as Dewan of Rajkot State until his resignation in 1940, when N. N. Anklesaria was appointed in his place; a road in Rajkot was later renamed "Barrister Chinoy Road" after him.[6] He has two sisters, Dr. Parasmani Acharya[7] and Dr. Mala R. Chinoy.[8]

Chinoy studied at Rajkumar College, Rajkot (1965–74). He received a BA (Hons.) in English Literature and Psychology and a Diploma in German from the Maharaja Sayajirao University of Baroda, and an MBA in Marketing from B.K. School of Business Management, Gujarat University, Ahmedabad. At university he was a Senior Under Officer in the Infantry Wing of the National Cadet Corps and obtained its "C" Certificate, which included a high-altitude ski course at the Indian Institute of Skiing and Mountaineering in Gulmarg.[citation needed] He took part in the All India Inter-University Rifle Shooting Championship in Chennai in 1976[citation needed] and was an exchange student at Otemon Gakuin University in Osaka, Japan, in 1978.[citation needed]

He studied Putonghua at the Chinese Language Centre of the Chinese University of Hong Kong (1983–84)[9][10] and speaks Mandarin.[11] He also speaks French, German, Japanese,[12] Arabic, Spanish[13] and French Creole, as well as Gujarati, Hindi and Urdu.

Career[edit | edit source]

Chinoy joined the Indian Foreign Service in 1981. His diplomatic career of more than 37 years included work on China, East Asia, the Asia-Pacific region, the United Nations, national security and Latin America. He retired on 30 September 2018 with the rank of Grade I Ambassador.

Early postings[edit | edit source]

He served at the Consulates General of India in Shanghai, China (2000–2005), and Sydney, Australia, handling trade and economic portfolios. From 2008 to 2012 he was on deputation to the National Security Council Secretariat as Joint Secretary.

Ambassador to Mexico[edit | edit source]

Chinoy was Ambassador of India to Mexico[14] and High Commissioner to Belize from 2012 to 2015. In Mexico City he organised an event for the International Day of Yoga on 21 June 2015 on Reforma Avenue, attended by about 6,000 people,[15][16] and on 2 October 2013 he played Mahatma Gandhi's favourite bhajans on the sitar to mark Gandhi Jayanti.[17]

Ambassador to Japan[edit | edit source]

He was Ambassador of India to Japan from 2015 to 2018,[18] with concurrent accreditation to the Marshall Islands. His tenure coincided with annual high-level visits between the two countries from 2015 to 2018 and with developments including the foundation-stone ceremony of the Mumbai–Ahmedabad High-Speed Rail project, the India–Japan Civil Nuclear Cooperation Agreement, the setting up of Japan-India Institutes of Manufacturing (JIMs) in India, and the participation of Indian trainees in Japan's Technical Intern Training Programme (TITP).

Director General, MP-IDSA[edit | edit source]

Chinoy became Director General of MP-IDSA in January 2019. A public interest litigation challenging his appointment, on the ground that he had been nominated rather than chosen by a search-cum-selection committee including an outside expert, was dismissed by the Delhi High Court as not maintainable in 2023.[19] He was a member of the selection committee for the 2023 Padma Awards.[20]

In December 2024, a reply from the Ministry of Defence under the Right to Information Act stated that employees of MP-IDSA are not eligible for canteen facilities and that a Canteen Stores Department smart card had been issued to Chinoy erroneously.[21] According to The New Indian Express, the card was subsequently hotlisted (blocked).[22]

Other activities[edit | edit source]

He appeared in a cameo role in the 1980 Gujarati film Sorath No Sinh Chelbhai.[23]
