Vijay Kumar Thallam is the Advisor to Government of Andhra Pradesh for Agriculture & Cooperation,[1] and in charge of implementation of natural farming[2] in Andhra Pradesh.
He joined the Indian Administrative Service in 1983 and served in various positions until 2010. He was on deputation to Govt. of India from 2010 to 2015, as Jt. Secretary, in the Ministry of Rural Development, and the first Mission Director[3] of the National Rural Livelihoods Mission (NRLM). In April 2015 he returned to Govt. of A.P as Special Chief Secretary, Govt of A.P, Dept of Agriculture & Cooperation,[4] and superannuated from this position on 30 September 2016. During his service period majorly he worked for Tribal development and Rural development[5] and Sustainable agriculture.

Vijay Kumar is a Physics graduate[4] from St Stephen's College, Delhi University (1972-1975) and completed Master of Business Administration[4] from Faculty of Management Studies - University of Delhi.

Kumar was a C.E.O of Society for Elimination of Rural Poverty from 2000 to 2010,[4] where he did an implementation of the Community managed sustainable agriculture (C.M.S.A).[6]
In 2010, he joined Govt. of India as Jt.Secretary, Ministry of Rural Development and Mission Director[4] of National Rural Livelihood Mission for 5 years.[3]
In April 2015, he assumed charge of the post of Spl. Chief Secretary, Agriculture in Govt. of A.P[4] and initiated a program for promoting Zero Budget Natural Farming.[7][8][9] In November 2016, Kumar was appointed as an Advisor to Govt for Agriculture and Co-operation and in charge of implementation of Natural farming in the State.[10]
