| Bhagwan Singh was born in a Farmer’s family in village Gagaha in Gorakhpur district of Uttar Pradesh. His early education was in local village schools and higher education in Gorakhpur. He received B.A. degree from Maharana Pratap College in 1955 and M.A in Hindi Language and Literature from Saint Andrews College in 1958. During his student life he developed keen interest in poetry and literature.

| He joined Post and Telegraph department as Research Assistant in 1965 and in 1968 moved to PMG Office, Calcutta as Hindi Supervisor, where in the course of implementing Hindi in official work he developed keen interest in the inter-relationship of Indian languages and movement of the people resulting into his seminal research work, ''Sthan Namon ka Bhashvagyanik Adhyayan'' (A Linguistic study of Place Names, 1970) . He moved to Delhi in 1971 and joined Delhi Government as Hindi Officer and held various positions. Retired in 1989 as Deputy Registrar of Technical Education.
