The story concerns three look-alikes: the honest Inspector Kanhaya, the unlucky Kundan and Banarasi, who is a [[Robin Hood]] type.  Jhangura, a terrorist want to destroy the state. He plants bombs in hospital, kills thousands of people but police could not capture him because his spy is in the police force. His goons falsely implicate Kanhaya, kill the judge or whoever attempts to counter him. Jhangura eventually kidnaps the commissioner of police in order to lure his pursuers into a trap, but the look-alikes discover his plot and work with the police to rescue the commissioner and their respective girl friends.
