 Khullar was in the 1969 undergraduate batch in Economics at the [[St. Stephen's College, Delhi]] where he was a contemporary of economist [[Kaushik Basu]] and [[NITI Aayog]] Vice Chairman [[Rajiv Kumar (economist)|Rajiv Kumar]].
