Born and brought up in village and post office Hatwar of district Bilaspur, [[Himachal Pradesh]], India, Vijay received all his education from government educational institutes. He received his BSc (Chemistry,  Physics &amp;amp; Mathematics); BEd and MSc (Organic Chemistry) from Himachal Pradesh University Shimla. He did his PhD from National Institute of Technology and Postdoctoral from Iowa State University USA&lt;br /&gt;
