Dikshit was born in [[Raebareli]], [[Uttar Pradesh]].{{Citation needed|date= April 2018}} He attended the [[University of Lucknow|Lucknow University]] and gained [[Bachelor of Laws|LL.B]] & [[Master of Arts|M.A.]] degrees.{{Citation needed|date= April 2018}} He was a retired [[Indian Police Service|I.P.S]] officer and after retirement, joined politics in 1984.<ref name=" Lok Sabha profile " /> He died at his hometown in Raebareli on 8 April 2014 and was given full Police honours at his cremation, which as per his instructions was done at an electric crematorium, so as to not waste wood. Also, his ashes were not immersed in the Ganges so as to not pollute it.{{Citation needed|date= April 2018}}

In 1984, Dikshit became a member of [[Vishva Hindu Parishad|VHP]]. Due to his association with [[Vishva Hindu Parishad|VHP]] and involvement with the [[Ram Janmabhoomi|Ram Janmabhoomi movement]], in 1990 he was arrested and detained.
