Gamlin was born on 23 March 1961. She hails from Assam and is the youngest of the seven children of former Assam MP, [[Lalit Kumar Doley]]. She has done her Bachelor's in [[History]] from [[Lady Shri Ram College for Women|Lady Shri Ram College]], [[University of Delhi]]. She did her Post Graduation in Sociology from [[Delhi School of Economics]].<ref name="express" />

In her career spanning over 30 years, has worked in several positions in both State and Union governments.
