Shah was born into a [[Sayyid#South Asia|Syed]] family on 28 August 1953 in [[Lahore]], Pakistan, to Syed Shafqat Ullah Shah who migrated from [[Hyderabad State|Hyderabad Deccan]] to Lahore in 1948.
