He was born at Hati Shah Mohalla of [[Sopore]], Jammu and Kashmir, [[British Raj|British India]]. He did his [[Primary education|early schooling]] from a school in Sopore, and graduated from the [[University of the Punjab]].<ref name="risingkashmir.com"/>

Saifi was employed by the [[government of Jammu and Kashmir]] and served as a teacher in his hometown. Saifi started writing around 1942 when his first book was published. However, eighteen books written in Persian, Urdu and in English language remained unpublished. It is believed he used to sit on the banks of [[Jhelum River]] while writing books. He is also credited for translating the publications of [[John Keats]] and [[William Shakespeare]], including [[Viktor Frankl]]'s [[Logotherapy]] in Kashmiri language. He also used to wrote in [[Arabic]] besides in native languages.
