Educated privately at [[Bishops Cannings]] in [[Wiltshire]], Sloper was [[Commissioned officer|commissioned]] into the [[10th Royal Hussars|10th Dragoons]] being promoted to [[Major (rank)|Major]] in 1755.<ref name=dailly>[http://kitwithers.fortunecity.com/sloper/sloper.html Biographies of People who worked in British India by Tom and Wendy Dailly]</ref> He was appointed [[Commanding Officer]] of [[1st King's Dragoon Guards]] in 1759 and subsequently saw service in [[Flanders]] and [[Germany]].<ref name=dailly/> He was appointed [[Governor of Hurst Castle]] in 1767.<ref> {{cite book|title=A Political Index to the Histories of Great Britain & Ireland; Or ..., Volume 2|first=Robert|last=Beatson|page=165}}</ref>

In 1778 he was deployed to [[Ireland]] and from 1779 he was sent to [[India]] seeing service in the [[Second Anglo-Mysore War]] as well as the [[Third Anglo-Mysore War]].<ref name=dailly/> In 1785 he became Acting Commander-in-Chief in [[Madras]] and from July 1785 he was appointed [[Commander-in-Chief, India|Commander-in-Chief]], India.<ref name=dailly/> In May 1788 he was invested [[Knight of the Bath|KB]] and appointed [[Governor of Duncannon Fort]] in 1795. He was promoted to full [[General (United Kingdom)|General]] in 1796.<ref name=dailly/>
