POEM or PS4-OP was conceived by [[Vikram Sarabhai Space Centre|VSSC]]/[[ISRO]] to help Indian academia and start-ups by providing a low cost platform with essential subsystems to support their payloads hence lowering the barriers of reaching orbit.
