P. V. S. Rao was born on 17 July 1936 to Venkata Suryanarayana<ref name="Parnandi Venkata Suryanarayana Rao">{{cite web | url=http://www.allcompanydata.com/in/director-details/parnandi-venkata-suryanarayana-rao/5232254 | title=Parnandi Venkata Suryanarayana Rao | publisher=All Company Data | date=2015 | access-date=23 August 2015}}</ref> and Ramalakshmamma Paranandi in [[Berhampur]], in the Indian state of [[Odisha]].{{citation needed|date=September 2016}} He graduated in science from [[Utkal University]] in 1953 and secured a master's degree in science (Physics) from [[Banaras Hindu University]] in 1955.{{citation needed|date=September 2016}} Rao joined [[Tata Institute of Fundamental Research]] (TIFR) in the R&D department of computers in 1955. He was Professor and Head of the Speech and Digital Systems Group (later named the Computer Systems and Communications Group, 1978–82) and Senior Professor and the Head of the Computer Systems and Communications Group (1980–98).<ref name="INSA Profile" />

He was President of the Computer Society of India (1980–82) and Chairman of the All India Council of the Institute of Electronics and Electrical Engineering (1981–83).
