Educated at [[Marlborough College|Marlborough]] {{sfn|Watkins|1995|page=16}} and a &amp;#039;bible clerk&amp;#039;, that is undergraduate scholar at [[All Souls College, Oxford]], by virtue of being a [[founders&amp;#039; kin]],{{sfn|Watkins|1995|pp=17}} in 1899 Watkins cut short his study to enlist in the ranks of the [[Oxfordshire and Buckinghamshire Light Infantry]] in the [[Second Boer War]]; after the war joining the [[South African Police]]. In 1907 he moved to Kenya and as a junior District Commissioner in Kenya he was a magistrate in the Kenya Slave courts, freeing slaves from [[Arab slave trade|Arab slavers]] on the East African coast {{sfn|Watkins|1995|page=50}} and developing a lasting interest in [[Swahili people|Swahili]] culture.&lt;br /&gt;

During the [[World War I|First World War]] Watkins set up the [[Carrier Corps]],&amp;lt;ref&amp;gt;{{cite book|last1=War Office| title=Unpublished Draft of History of East Africa Campaign|date=1939|publisher=War Office|location=London }}Copy in Rhodes house papers, Oxford&amp;lt;/ref&amp;gt;{{Sfn|Hodges1986}}and strove to organise an effective force while at the same time protecting the hundreds of thousands of African porters conscripted into the force from the excessive demands of the British high command. After the war, as acting Kenya [[Chief Native Commissioner]] his active stance in protecting the land rights of the native Kenya tribes against the encroachments of white [[White people in Kenya|Kenya Settler]] interests earned him the enmity of the governor [[Sir Edward Denham]]. At the outbreak of the Second World War, he used his knowledge of Swahili to broadcast and edit &amp;#039;&amp;#039;[[Baraza]]&amp;#039;&amp;#039;, a sister paper to the &amp;#039;&amp;#039;[[East African Standard]]&amp;#039;&amp;#039;, started with a subsidy from the Colonial Government to bolster the British war effort in East Africa.&lt;br /&gt;
