Habib Ur Rehman was born to Late [[Chaudhary Rahim Khan|Ch. Rahim Khan]] ([[Member of Parliament, Lok Sabha|M.P.]]). He is the youngest of three brothers and four sisters. His father was elected [[Member of Parliament, Lok Sabha|Member of Parliament]] from [[Faridabad Lok Sabha constituency|Faridabad (Lok Sabha constituency)]] in 1984 and served until his death on December 18, 1987. He was also elected to the [[Haryana Legislative Assembly]] three times, first in 1967, then in 1972, and finally in 1982 from [[Nuh Assembly constituency|Nuh (Vidhan Sabha constituency)]]. His father was a minister in the [[Government of Haryana|Haryana government]] three times as well.<br />

His brother, [[Chaudhary Mohd Ilyas]], is the current [[Member of the Legislative Assembly|Member of Legislative Assembly]] from [[Punahana Assembly constituency|Punahana]] (2020). He has also been elected to the [[Haryana Legislative Assembly]] four times and served as Haryana's Irrigation and Power Minister from the [[Indian National Congress]] (1991-1996). His uncle, Chaudhary Sardar Khan, was elected [[Member of the Legislative Assembly|Member of Legislative Assembly]] from [[Nuh Assembly constituency|Nuh (Vidhan Sabha constituency)]] and also served as Deputy Home Minister in the [[Government of Haryana]] (1977-1982).<br />
