Jichkar was born on 1 February 1964 to a middle-class family in the Colonel Bagh, [[Nagpur]].<ref name="indiatoday.in"></ref> She completed her [[Master of Science|M.Sc.]] and [[Master of Philosophy|M.Phil.]] in Statistics from [[Rashtrasant Tukadoji Maharaj Nagpur University|Nagpur University]].<ref name="indiatoday.in"></ref> She also holds a Post Graduate Diploma in Computer Science (PGDCS){{cn|date=September 2019}}, [[Bachelor of Education|B.Ed]] (Education)<ref name="indiatoday.in"></ref> and [[Master of Arts|M.A]]. Jichkar is a two term corporator from [[Bharatiya Janata Party|Bhartiya Janata Party]] in [[Nagpur Municipal Corporation]] also served twice as the President of the [[Bharatiya Janata Party|Bharatiya Janata Party (BJP)]] Nagpur Women Wing (Nagpur BJP City President Mahila Aghadi).
