Mushtaq had been active politically from an early age with his relative [[Mohammad Farooq Shah|Mohammad Farooq Shah,]] the [[Mirwaiz]] at the time. He helped form the J&amp;amp;K Awami Action Committee, a political organization that sought the resolution of the [[Kashmir conflict|Kashmir conflict.]]&lt;br /&gt;

On 29 May 2004, while praying in a local mosque in [[Srinagar]], an unknown gunman approached him from behind and shot him. He had been surrounded by around 25 people, leading to speculations that this had been a targeted killing. Some speculated his death was an indirect message to his cousin, [[Mirwaiz Umar Farooq]] who had in the days leading up to the shooting been trying to engage with India for the resolution of the [[Kashmir conflict|Kashmir conflict.]]&lt;br /&gt;
