Born on 21 October 1933, Shakeb grew up in [[Hyderabad]] and [[Aurangabad]]. He received a [[Bachelor of Arts|BA]] in Political Science from the [[Osmania University]], and an [[Master of Arts|MA]] from the [[Aligarh Muslim University]] in 1956.
