Mujtaba was born to Mohammad Iliyas in 1955 at Lilihat a village of Pryagraj district. == Political career ==&lt;br /&gt;
Mujtaba was elected a member of the [[Uttar Pradesh Legislative Assembly]] for the first time in February 2002 and for the second time in the general elections of April 2007 on the ticket of the [[Bahujan Samaj Party]].
