Khan was born in July 1928 to Hafiz Abdul Sattar Khan. He held a [[bachelor of arts]] (B.A.) and a [[bachelor of laws]] (LL.B.) degree.<ref name="n127"/><br />

He was elected as a member of the Uttar Pradesh Legislative Assembly for two terms, serving from 1974 to 1977 and again from 1985 to 1989. During his political career, he held several ministerial portfolios in the [[government of Uttar Pradesh]] between 1977 and 1980, including [[Public Works Department]] (P.W.D.), Haj, Wakf, Cultural Affairs, Jail, Urban Development, and Revenue.<ref name="n127"/><br />

Khan also served as chairman of the Public Accounts Committee of the Uttar Pradesh Assembly.
