Gogoi was elected to Assam Legislative Assembly in 1978 as a Janata Party candidate. He became a minister in the [[Golap Borbora cabinet]], then went over to [[Jogendra Nath Hazarika]]'s group and again a cabinet minister during [[Jogendra Nath Hazarika]]'s chief ministership. He was born in a family of [[Tai-Ahom]].
