Sutton was born in [[Rawalpindi]], [[India]] (now Rawalpindi, [[Punjab, Pakistan|Punjab]], Pakistan). He was the son of Lt. Colonel Arthur Congdon (1861-1924) of the Royal Munster Fusiliers and his wife Ann Bell Sutton Moxley Congdon.
