The medal was authorised in February 1812 by [[Gilbert Elliot-Murray-Kynynmound, 1st Earl of Minto|Lord Minto]], the [[Governor-General of India]], who had accompanied the expedition to Java.&amp;lt;ref&amp;gt;{{cite book|last1=Mayo|first1=John Horsley|title= Medals and Decorations of the British Army and Navy, Volume 1|date=1897|publisher= A. Members of the [[British Army]] and [[Royal Navy]] present did not receive the medal. Army officers of the rank of Major and above qualified for the [[Army Gold Medal]],&amp;lt;ref&amp;gt;{{London Gazette|issue=16929|pages=1730–1731|date=27 August 1814}}&amp;lt;/ref&amp;gt; while surviving British officers, soldiers and sailors qualified for either the [[Military General Service Medal|Military]] or [[Naval General Service Medal (1847)|Naval General Service Medal]] with clasp &amp;#039;Java&amp;#039;, when these medals was established in 1847.&amp;lt;ref name=Steward/&amp;gt;&lt;br /&gt;

The medal was struck at the [[India Government Mint, Kolkata|Calcutta Mint]]&amp;lt;ref name=OMRS&amp;gt;Dr K. G. Klietmann. &amp;#039;&amp;#039;The Medal for Java of the H.E.I.C. of 1811&amp;#039;&amp;#039;. Orders &amp;amp; Medals Research Society Journal, Winter 1976, pages 208-210.&amp;lt;/ref&amp;gt; in gold and in silver. Both types were {{convert|1.9|in|mm}} in diameter&amp;lt;ref name=Mussell&amp;gt;{{Cite book|author=John Mussell (ed).|title=Medal Yearbook 2015.|page=120. Token Publishing Ltd. The obverse depicts the storming of Fort Cornelis, which British and HEIC troops captured on 26 August 1811, with the word &amp;#039;&amp;#039;CORNELIS&amp;#039;&amp;#039; above.&amp;lt;br&amp;gt;The reverse has the [[Persian language|Persian]] inscription &amp;#039;&amp;#039;This medal was conferred in commemoration of the bravery and courage exhibited by the Sepoys of the English Company in the capture of the Kingdom of Java, in the [[Hijri year]] 1228&amp;#039;&amp;#039; with, around the edge, the English wording &amp;#039;&amp;#039;JAVA CONQUERED XXVI AUGUST MDCCCXI&amp;#039;&amp;#039;.&amp;lt;br&amp;gt;The medal was issued unnamed.&amp;lt;br&amp;gt;The suspension is a flattened loop, pinned at the base, through which passes a suspension cord allowing the medal to be worn around the neck.&lt;br /&gt;

The Hijri year 1228 cited on the medal&amp;#039;s reverse commenced on 4 January 1813. This is the year the medals were minted, not the year of the campaign, and appears to be an error.&amp;lt;ref name=OMRS/&amp;gt;&lt;br /&gt;
