Faroqui was born in 1891 to a [[Sunni]] [[Bengalis|Bengali]] family of [[Qadi|Kazis]]  in [[Comilla]], [[Meghna Division|Tipperah district]], [[Bengal Presidency]]. His father, Kazi Riazuddin Ahmad Faroqui, was a [[Sub-divisional magistrate|sub-registrar]]. The family hailed from the village of Ratanpur in [[Nabinagar Upazila|Nabinagar]], [[Brahmanbaria District|Brahmanbaria]] and were descended from Kazi Omar Shah Faroqui, a high-ranking army officer of the [[Mughal emperor]] [[Farrukhsiyar]] who was awarded two [[pargana]]s in the Tipperah district. Faroqui was initially homeschooled by Hajee Ahmed Bell, Mr. Cally and Mr. Eden. He then went on to complete his [[Intermediate of Arts|FA]] from the [[Dacca College]].&amp;lt;ref name=&amp;quot;bpedia&amp;quot;/&amp;gt;&lt;br /&gt;

Faroqui entered politics in 1916, eventually joining the [[All-India Muslim League|Muslim League]]. In 1917, he became a member of the Tipperah District Board and was elected as the commissioner of [[Comilla]] municipality. Faroqui also served as the chairman of the Tipperah District Board from 1925 to 1929.&amp;lt;ref name=&amp;quot;bpedia&amp;quot;/&amp;gt;&lt;br /&gt;

He was elected to the [[Bengal Legislative Council]] in 1921 and was appointed as its [[Chief Whip]] by [[Surendranath Banerjee]], serving this role until 1929. In the same year, he was entrusted as the minister for the Local Self-Government, Public Health, Agriculture, Industries, Cooperatives and Public Works departments. Through his efforts, the Government Aid to the Industrial Sector bill was passed in 1931. He also took the initiative for the establishment of the Co-operative Mortgage Bank to solve farmers&amp;#039; problems.
