Deepak Balutia was born on 19 Aug 1972 in the village Baluti of the district [[Nainital]], [[Uttarakhand]] to a middle-class family in a farming community. He belongs to the family of [[Politician|Veteran Politician]] late [[N. D. Tiwari|Shri Narayan Dutt Tiwari]] former chief Minister of [[Uttar Pradesh]] And [[Uttarakhand]] and former [[Minister of Home Affairs (India)| Home Minister of India]].
He completed his schooling at Nirmala Convent School Haldwani. And later he completed his studies with a Bachelor of Science, B.Ed, and MBA (HR).
