Dobbs was the son of Colonel A. F. Dobbs, also of the Indian Army. He was educated at [[Bedford School]] and then obtained a commission in a [[militia]] battalion, the 4th Battalion, [[Royal Irish Rifles]], in January 1891.&amp;lt;ref&amp;gt;{{London Gazette |issue=26121 |date=2 January 1891|page=5}}&amp;lt;/ref&amp;gt; He resigned his commission in March 1891&amp;lt;ref&amp;gt;{{London Gazette |issue=26141 |date=6 March 1891|page=1267}}&amp;lt;/ref&amp;gt; to attend the [[Royal Military College, Sandhurst]], and was commissioned [[second lieutenant]] into the [[Lancashire Fusiliers]] in June 1892.&amp;lt;ref&amp;gt;{{London Gazette |issue=26298 |date=17 June 1892|page=3516}}&amp;lt;/ref&amp;gt;&amp;lt;ref&amp;gt;It was normal practice for prospective Indian Army officers to first spend at least a year with a British regiment.&amp;lt;/ref&amp;gt; In October 1894 he transferred to the Indian Army&amp;lt;ref&amp;gt;{{London Gazette |issue=26591 |date=22 January 1895|page=415}}&amp;lt;/ref&amp;gt; and joined the [[95th Russell&amp;#039;s Infantry]] (later [[94th Russell&amp;#039;s Infantry]]). He was promoted [[Captain (OF-2)|captain]] in July 1901.&amp;lt;ref&amp;gt;{{London Gazette |issue=27362 |date=4 October 1901|page=6488}}&amp;lt;/ref&amp;gt; He served in [[Aden]] from 1903 to 1904 and graduated from the [[Indian Staff College]] at [[Quetta]] in 1908. During the [[First World War]], Dobbs served in the [[East Africa Campaign (World War I)|East Africa Campaign]] as [[assistant quartermaster-general]], for which he was [[mentioned in dispatches]] three times,&amp;lt;ref&amp;gt;{{London Gazette |issue=29927 |date=30 January 1917|page=1147|supp=y}}&amp;lt;/ref&amp;gt; promoted temporary [[lieutenant-colonel]] in November 1915&amp;lt;ref&amp;gt;{{London Gazette |issue=29468 |date=8 February 1916|page=1559|supp=y}}&amp;lt;/ref&amp;gt; and [[brevet (military)|brevet]] lieutenant-colonel in January 1916,&amp;lt;ref&amp;gt;{{London Gazette |issue=29433 |date=11 January 1916|page=569|supp=y}}&amp;lt;/ref&amp;gt; and awarded the [[Distinguished Service Order]] (DSO) in February 1917&amp;lt;ref&amp;gt;{{London Gazette |issue=29926 |date=30 January 1917|page=1144|supp=y}}&amp;lt;/ref&amp;gt; and the Russian [[Order of St Anna]] 3rd Class. Promoted substantive lieutenant-colonel in 1917, he took command of his regiment until 1921, commanding it with the [[Bushire Field Force]] in [[Persia]] in 1918&amp;amp;ndash;1919, for which he was again mentioned in despatches and appointed [[Companion of the Order of the Indian Empire]] (CIE) in January 1920,&amp;lt;ref&amp;gt;{{London Gazette |issue=31764 |date=30 January 1920|page=1379|supp=y}}&amp;lt;/ref&amp;gt; in the [[Third Anglo-Afghan War]] in 1919, for which he was mentioned for the fifth time and appointed [[Commander of the Order of the British Empire]] (CBE) in August 1920,&amp;lt;ref&amp;gt;{{London Gazette |issue=32001 |date=30 July 1920|page=8050}}&amp;lt;/ref&amp;gt; and in [[Mesopotamia]] in 1920.
