Upadhyay was [[Personal secretary|Personal Secretary]] of [[Murli Manohar Joshi|Dr. Murali Manohar Joshi]], who was the [[Ministry of Human Resource Development|Minister of Human Resources]] from 1998 to 2004. He retired in 2010 from the post of [[Chief Development Officer (India)|Chief Development officer (CDO)]] in [[Kannauj district|Kannauj]]. He then started a politics career. In 2012 Assembly elections, party give him ticket from [[Chitrakoot (Assembly constituency)|Chitrakoot]] but lost the election. He was then made a member of the National Working Committee and vice-chairman of the Bundelkhand Regional Committee.

In [[Seventeenth Legislative Assembly of Uttar Pradesh|17th Legislative Assembly of Uttar Pradesh]] (2017) elections, he elected [[Member of Legislative Assembly (India)|MLA]] from [[Chitrakoot (Assembly constituency)]] .
