Are the number of three times sixty (6 * 10) Maruts confused with three times sixteen (6 + 10) = 48 classical ancient known constellations? This would explain the differing connection of the Maruts with the number of 27 asterisms of the moon. This also at least make sense because the whole content of the Rigveda is about constellations.
