Initially Bhagalpur district was created in 1765 and was the second oldest district of Bihar. In the year 1954, the entire area north of the Ganges, with the exception of Bihpur, Naugachhia and Gopalpur Police Stations was constituted into the new Saharsa district followed by Banka in 1991.  As presently constituted, contains three subdivisions, viz., Bhagalpur Sadar, Naugachhia and Kahalgaon consisting of 16 Community Development Block-cum-Anchals. Naugachhia subdivisions thus constitute the entire north of Bhagalpur constituting the [[Bihpur]] and [[Gopalpur (community development block)|Gopalpur Vidhansabha]]. Sometimes Naugachhia subdivision is referred as &#039;&#039;&#039;North Bhagalpur&#039;&#039;&#039;.
