The VCAS is a PSO (Principal Staff Officer) at Air Headquarters at [[New Delhi]]. He is responsible for operation and flying related tasks. In the event that the [[Chief of the Air Staff (India)|Chief of Air Staff]] (CAS) is absent or is unable to perform his duties, the VCAS assumes the duties and responsibilities of the CAS.

Established on 1 January 1963, the office was first held by D. A. R. Nanda. The appointment was then in the two-star rank of [[Air Vice Marshal (India)|air vice marshal]]. The National Capital Territory of Delhi (Amendment) Bill, 2021 was introduced in [[Parliament of India]] and was passed by both [[Lok Sabha]] and [[Rajya Sabha]]. The bill states that the Government referred to in any law to be made by the Legislative Assembly shall mean the Lieutenant Governor.

The current Lieutenant Governor is [[Anil Baijal]], a former [[Home Secretary of India|Union Home Secretary]]. ==Lieutenant governors==
In 1966 the Delhi Administration Act was passed which set up a Delhi Metropolitan Council with the Lieutenant Governor of Delhi as its head. So far there have been 21 holders of this post, including 12 [[Indian Administrative Service|IAS]] officers, 4 [[Indian Civil Service|ICS]] officers, 2 [[Indian Police Service|IPS]] officers, 2 senior [[Indian Air Force|IAF]] officers and 1 [[Indian Foreign Service|IFS]] officer backgrounds who held this post. Appointees were generally retired with the exception of Najeeb Jung who resigned from the service.
