Yumnam Joykumar Singh is an Indian politician and member of the National People's Party. He is a member of Manipur Legislative Assembly. He represented the Uripok Assembly Constituency where he defeated his Congress rival Laisharm Nandakumar by 345 votes. He belongs to the National People's Party.[1] Before entering into politics he was Director-General of Police of Manipur. He was 1976 cadre IPS officer who was DGP of Manipur from 16 March 2007 till 5 January 2012[2][3]

In 2017, he became Deputy Chief Minister of Manipur in the N. Biren Singh led cabinet and was also given a charge of Minister of Finance, Excise, Taxation, Science and Technology, Economics and Statistics and Civil Aviation.[4][5]
