Dr. Agarwal obtained his B.Sc., LL.B. and LL.M. from the University of Delhi. He obtained his Doctorate in Law from Kurukshetra University.[citation needed]
A brilliant scholar during his academic pursuits, he was awarded prizes and merit scholarships for securing positions in LL.B. as well as in LL.M.

Career
Dr. Agarwal is a distinguished law teacher and researcher. During his tenure of 32 years at Kurukshetra University, he has been Chairman, Department of Law; Founder Director, Institute of Law; Dean, Faculty of Law; Dean, Academic Affairs; and Registrar of the University. He has also served as Deputy Legal Adviser, Ministry of Law and Justice, Government of India, New Delhi. He was Vice Chancellor, Jagan Nath University, Jaipur for more than 6 years, before joining as Pro Chancellor in the same University. He has chaired, delivered key-note address, attended and participated in various Seminars/Conferences/Workshops of National and International significance. He has been invited as Chief Guest to inaugurate various academic programs. He is a regular panelist as a subject expert with various Central and State Universities, and Union and State Public Service Commissions.
